The President is accountable to the full Commission. The Commission will establish governing policies for the college. The Commission will delegate the development and implementation of administrative policy and procedures to the President.

  1. All Commission authority is delegated solely through the President; therefore, all authority and accountability of staff is considered to be the authority and accountability of the President.
  2. Institutional Goals policies direct the President to achieve certain results; Executive Parameters policies constrain the President to act within acceptable boundaries of prudence and ethics. The President is authorized to establish all further policy and procedures, make all decisions, take all actions, and develop all activities as long as they are consistent with the Commission's policies.
  3. Commission members or committees may request information from the President, which will be provided if not unduly burdensome. If Commission members or committees request information or assistance without Commission authorization, the President may refuse such requests that require, if, in his/her judgment, a material amount of staff time or funds or is disruptive.
