BASED ON POLICY NUMBER AND TITLE: 14-2-0 LEARNING RESOURCES CENTERS - COLLECTION DEVELOPMENT

Purpose

Trident Technical College Learning Resources Centers (Libraries) strive to provide information resources to support the programs of study at the College and to provide additional information needs to its students, faculty and staff. In accordance with the principles expressed in the American Library Association Library (ALA) Bill of Rights, materials will not be excluded because of the origin, background, or views of those contributing to their creation.

 The purpose of the collection development policy is to state the guidelines with which the library will select, acquire, and maintain library resources. The procedure encourages consistency for those responsible for developing the collection and for communicating collection development guidelines to students, faculty, and staff

Materials for the library are selected and acquired based on their relevance to program curricula, the needs of faculty and students, date of publication, and diversity of format. The selection of materials should insure a comprehensive collection consistent with the missions, strategic plans, goals, and objectives of the College and library. Priority is given to those materials relevant to the College’s curricula.  After the priority needs have been met, consideration is given to other desirable materials that give balance to the collection and meet the leisure, recreational, continuing education, and personal development needs of the students, faculty, and staff.

No materials are excluded from the collection because of race, religion, nationality or political views of the author, language, or the controversial content of an item. Endorsement or disapproval of an individual or group will not cause an item to be automatically excluded. 

  1. Criteria for Selection

    1. Strength of the collection in regards to the needs of the curricula.
    2. Accreditation standards.
    3. Cost of the material versus available financial resources.
    4. Bibliographic format of the material.
    5. Availability through Consortia membership.

  2. Other guidelines for consideration

    1. Textbooks adopted for classroom use by the College are not typically purchased. Textbooks are acquired only if the publication is needed to supplement the library’s permanent holdings and remains a prominent source of research.
    2. TTC’s Library will attempt to balance print, electronic, and online resources. Duplicate copies are purchased based on usage statistics and needs assessments conducted by library staff members. The purchase of duplicate copies for campuses will be determined by curricula offerings, demand, funding, and accreditation In cases where deemed appropriate, available and necessary, duplicates may be in different formats (i.e. one print title and the electronic version of the same title).
    3. Paperbacks may be purchased when at least one of the following considerations is met: it is the only format available, the hardback cost is too prohibitive, the expected shelf-life is less than five years, or multiple copies are needed.
    4. Frequently requested items will be considered for addition to the PASCAL delivers requests and Interlibrary Loan requests will be documented and used to determine titles or subject areas most requested and therefore deemed needed and not available in the collection
    5. Periodicals (Serials) will be selected according to the following criteria: relevance, demand, recommendations, cost, subject area, scope, and accreditation requirements. Each year prior to purchasing, electronic databases will be queried to see if titles in print have been added to their publication content and therefore available electronically. Newspapers are selected to reflect national, regional, and local news.
    6. Audiovisual materials will be selected according to the following criteria: recommendations, demand, accreditation requirements, relevance, and After curricula needs are met, depending on the budget, recreational audiovisual materials may be added to the collection.

 Responsibilities of the Library Staff

  1. The responsibility for coordinating selection of materials, equipment, and supplies for the library rests with the Library Dean and the Librarians on Staff.
  2. All librarians on staff will serve as subject liaisons to appointed academic departments.
  3. The Librarian liaisons will collaborate with faculty liaisons from their respective departments to ensure the collection supports curricula needs.

Faculty Involvement

Faculty members are encouraged to participate in the selection of materials.  All faculty are encouraged to submit recommendations.  In addition, each department has a faculty member, designated by the Academic Division’s Dean or Department Head, to serve as a faculty library liaison.  Liaisons collaborate with their respective Librarian Subject liaison to provide departmental recommendations, assist in evaluation of resources, and to assist in deselecting (weeding) materials from the collection.

 Deselection of Materials (Weeding)

The deselection of materials (weeding) is part of the collection evaluation process. Weeding of library materials is essential for the maintenance of a current, academically useful library collection. Weeding provides quality control for the collection by eliminating outdated, inaccurate, and worn-out materials. The Dean of Libraries, or an appointee, is responsible for conducting an ongoing weeding effort.  The following criteria are considered in making decisions related to collection weeding:

  1. Poor physical condition
  2. Obsolete information
  3. Replacement by new addition (same or different format)
  4. Lack of space
  5. Lack of value to the collection
  6. Lack of use

Gifts

The Library accepts gifts with the understanding that no limiting conditions or restrictions are attached regarding the classification, distribution, retention or use of such gifts. Gifts will be evaluated by the same criteria as purchased materials. Materials determined not to be included in the collection, may be processed for discard or returned to the donor if requested.   A gift acknowledgment letter will be issued, on request, for the number and description of the materials donated.  No monetary value will be assigned to any item(s) in the gift acknowledgment letter for tax or other purposes.

 Requests for Reconsideration

The library does not add or withdraw, at the request of any individual or group, materials which have been chosen or excluded on the basis of stated selection criteria. An individual or group questioning the appropriateness of material within the collection will be referred to the Dean of Libraries or appointee. 

Licensing and Copyright

The LRC complies with the Copyright Act of 1976 and subsequent revisions and vendor licensing agreements which follow the Association for Research Libraries Principles for Licensing Electronic Resources.
