How is the provision of disabilities services in college different from high school?
While both Section 504 of the 1973 Rehabilitation Act and the 1990 Americans with Disabilities Act each apply to both K-12 and post-secondary education, they do so in different ways.

Generally, K-12 services focus on the minor status (under age 18) of students and the mandatory nature of their participation in education.  By law, parents and/or guardians are intimately involved in individual educational planning activities.

While K-12 attendance is mandated by the state of South Carolina to a certain age, college attendance is voluntary and optional.  In college, the focus shifts to the student as the client in an adult learning environment.
