6-15-1 Expenditure of Auxiliary Income

6-15-0 EXPENDITURE OF AUXILIARY INCOME


PURPOSE:  To specify activities for which the College may spend auxiliary income funds.

I. PROMOTIONAL ACTIVITIES

  1. Memberships

    The President may approve service club memberships for the President, institutional officers, and other employees.

  2. Publications

    Publications that are solely for the purpose of improving the image of the College or furthering the philosophy and mission of the College are eligible. College employees should not confuse these materials with normal recruitment materials, such as curriculum brochures or catalogs. The College should budget and pay for these materials as ordinary operating expenses of the college.

  3. Eligible Activities
  1. Hosting of luncheons, dinners and/or social hours for individuals or groups to enhance the image or further the philosophy and mission of the College. Luncheons or dinners for advisory committees are operating expenses of the College and the College should pay these expenses from the ordinary operating budget.

  2. Hosting of luncheons, etc. in recognition of unusual contributions or service to the college. Bestowing of non-monetary awards to individuals or groups to commemorate or memorialize contributions to the College.

  3. The College may also conduct activities as listed above to enhance or further the economic development of the local service area.

II. EMPLOYEE QUALITY ASSURANCE

  1. The Area Commission, in recognition of the necessity to enhance productivity and performance of employees and organizational units of the College, does hereby authorize the College President to sponsor events designed to encourage organizational camaraderie.

    The College will not consider monetary awards, if any, as a part of an employee's base salary, a salary supplement, or a perquisite of employment.  The College will report the names of all employees receiving monetary awards and the amounts received to the SBTCE to facilitate Technical College System reporting to the South Carolina Division of Budget and Analysis.

  2. Eligible Activities
  1. Hosting meals or socials for individuals or groups to encourage organizational camaraderie and planning for College activities.

  2. Purchasing flowers, fruit baskets, memorials, etc., to express sympathy on behalf of the College to families of deceased college personnel or their families. Family is defined as a spouse, parent, or child.

  3. Purchasing flowers, fruit baskets, etc., for College employees who are hospitalized, have outpatient surgery, or have an extended illness.

  4. Purchasing gifts and food for employee recognition, i.e., for retirees and service awards.

III. COMMUNITY RELATIONS

  1. The Area Commission, in recognition of the necessity to enhance the College’s image and to promote cordial relations within the surrounding community, does hereby authorize the College President to approve activities and events designed to achieve this goal.

  2. Eligible Activities
  1. Expressions of sympathy on behalf of the College to the families of deceased Area Commissioners and members of the community to commemorate or memorialize their contributions to the College, or family members thereof.

  2. Contributions to local community charitable organizations as defined in S.C. Code Ann. §33-56-20 and I.R.C. § 501(c)(3) and/or participation in fund raising events sponsored by such organizations.

  3. Other activities specifically designed to promote the College’s values, goals, and objectives within the surrounding community and state, as approved by the President.

IV. INSTITUTIONAL PLANNING AND EFFECTIVENESS

  1. The Area Commission authorizes the College President to approve activities and events designed to support the College’s institutional planning goals and to further the efficiency and effectiveness of the College’s staff, faculty, and processes.

  2. Eligible Activities
  1. Area Commission, staff, and/or faculty meetings (including but not limited to: seminars, conferences, or retreats) as approved by the President and not otherwise regulated by another College policy or procedure, state statute or regulation.

  2. Area Commission, staff, and/or faculty meetings with elected officials, individuals involved in the economic development of the local service area, or other community and industry leaders as approved by the President.

  3. Meals for above referenced meeting participants are eligible:
  1. when the meetings occur at the usual and customary hour for meals, and

  2. when it would diminish and detract from the efficiency and effectiveness of the meeting to adjourn for a meal, and

  3. when such meals are not otherwise regulated by another College policy or procedure, state statute, or regulation.
